No more than 4 Licenses to be awarded.

A processor license authorizes all of the following:

1. The purchase or transfer of cannabis from a cultivator.
2. The processing of cannabis into medical cannabis which shall include properly packaging and labeling medical cannabis products, in accordance with the law.
3. The sale or transfer of medical cannabis to a dispensary.

Annual License Fee: $40,000
